Grantee selection process

Silicon Valley Community Foundation (SVCF) released a Request for Proposals on behalf of The Big Lift Social Innovation Fund on December 4, 2014. On February 2, 2015, SVCF received applications from seven of the 11 eligible communities. Each application consisted of one co-lead agency narrative, individual narratives from each of the preschool providers, financial material and assurances from the school districts and preschools.

On February 24, after completing a reviewer training, a panel of select internal and seven external reviewers convened to discuss each application in depth and to prioritize them for funding. Reviewers discussed the strengths and weaknesses of each proposal, and tallied an initial vote for each community collaborative. Finally, each reviewer ranked his or her top three choices, and applications were then ordered by their cumulative scores. Final decisions for funding were made by the core implementation team of Silicon Valley Community Foundation, San Mateo County Office of Education and the County of San Mateo.
